Economix was commissioned by the European Commission (DG Employment) in cooperation with Bernard Brunhes International (Paris) and ICAS Institute (Barcelona) to conduct the EU-wide evaluation of the Community Initiative EQUAL. This was based on the synthesis of national evaluation reports and assessments prepared by a network of country experts in order to draw conclusions as to how the Community Initiative Programme and the European employment strategy could be restructured. The synthesis of the process-related evaluation included a comparison of evaluation methods, ways in which the programme was implemented and the institutional capacity. The evaluation focused on:

- Transnational partnerships

- The development of social innovations

- Gender mainstreaming and diversity management

- Impact of the programme at policy and institutional levels and its impact on companies.
