With record-low unemployment and strong demand, labour shortages are growing in Poland. Increasing labour force participation by activating parts of the 4.9 million economically inactive people of working age has become a strategic priority, including through efforts to identify groups that are inactive because of employment barriers. A 2025 legislative reform in Poland expanded the mandate of the Public Employment Services (PES) to include support for economically inactive individuals through active labour market policies. This report seeks to understand reasons for people to not participate in the labour market and to explore policy responses.
Nicola Duell contributed to Chapter Chapter 4 “Policies to reach, engage and activate the economically inactive population in Poland” and Chapter 5 “PES strategies for employer engagement”.
