Horizontal evaluation of local employment development in the European Union

The evaluation intended to review the policy approaches for decentralisation of employment policies and the contribution of local partnerships for employment. It evaluated the policy programmes at the European level, identified its effects at local level, and explored the possibilities how to make the approach more effective. The evaluation is based on country reports investigating the decentralisation approaches in the Member States, and on twenty case studies of individual LED approaches throughout the European Union. The study was undertaken by a team of twelve experts under the direction of Economix.
